Each time you add cells to a pack, you reduce the number of cycles it can offer, because as cells age the matching becomes more of an issue. But if you look into any 1000 watt APC UPS you will see a 24V pack that is two 12V batteries glued together and treated as one. New 7 AH batteries are quite tough and I would have no problem with either of those chargers since they look intelligent.
