When unexpected things happen, even very good drivers can mash the brake pedal as hard as possible, because of panic. Panic is something that is very hard to train for. Driving in bad conditions, you expect the poor traction and can prepare for it and react properly. But it's very hard to prepare for a child chasing a ball into the street, catching you completely unaware, and you hit that brake pedal as hard as you can.
