I think there is no doubts about if someone panics could apply full break and even if the car is skidding they do not release the break pedal. In this case an ABS could be better (as the electronics does not panic -- hopefully :-) This is similar what happens if the vehicle goes off road with one side only and the driver tries to get back the road by steering it. The road surface does not let the wheel on as the level is too high, so the driver steers even more until the wheel goes on the road again, but then the car suddenly goes to the opposite lane as there were too much steering on it with a high speed. Also panic situation when there is a water on the road and the car goes too fast so the wheel skids on the top of the water -- the driver steers left-right and breaks and nothing happens, just like on the ice. But when the water area is over the car suddenly moves to the direction where the steering wheel points to, and this causes the trouble. Anyway, I just wrote these down to see that there are many many situation where the driver panics (well, most of the driver that has not been in such situation before or has not been in a special course where they teach these). ABS could handle only one of these while introducing other problems which you still have to deal with (like with my car on uneven surface where ABS kicks off and the breaks virtually ineffective).
