I saw this clone earlier. My doubts was that it based on assumptions that the 3V PICs are always 5V tolerant on the PGC/PGD lines. Also that it cannot power the target circuit, therefore the entire Vddtgt regulator left out together with the regulator on the PGC/PGD/AUX lines -- saving many components for sure.
