Hi:

Yes that explains the 22 lines.  The tens of hours "1" is at the very left edge 
of the glass, i.e. there's no room for more segments.  So the glass is limited 
to a 12 hour time display, it's not a four digit 7-segment display explaining 
the 22 drive lines.
