My experience is also like Harold and ML - switching power supplies often need a minimum load in order to regulate properly. In general, switching power supplies are not as 'clean' as a linear power supply, for audio applications. So...you can add resistive loads to ensure that there's a minimum current draw of 200 mA from the supply at all times, you can try to fix the supply (pain in the bum), or you can simply make a 12v linear supply with a LM7812 regulator.
