Oh, you mean to the bird or skydiver? ;-D The laser beam is a fairly wide collimated beam of light, measured in cm, rather than mm. While a 400W laser is nothing to sneeze at, and burns may still occur, it's diffused over a larger area, so it's not like taking an industrial 400W laser and cutting 1cm thick wood with it, it would be more like holding four 100W heating elements against the target, and that's assuming that all the laser energy is converted to heat at the target, as opposed to some of it reflecting off.
