I bought one of those watch / chest strap packs on the way home yesterday (AU$49). I won't need the watch for the logger, but at least it will serve to confirm output from the strap. There's a couple of circuits on the 'net for picking up the pulses from the strap. Maybe that coupled with a serial link to an EEPC will do for initial testing. I can whip up a small logging app in Dephi way faster than the required PIC code. I had thought about the finger (optical) sensors. I'm not sure if you can buy them cheaply. A DIY sensor that would stay on overnight may be hard to make.
