I went to a recent TI "MCU Day" presentation, where the mentioned the  
"leopard Board" for playing with image/video sensing.  This is an open  
source (like BeagleBoard) system based on TI's arm8 OMAP applications  
processors.  While it seems incredibly cheap for what you get, it's  
well above the price tag you're trying to hit.  But it might have some  
useful ideas...
