A better solution is to try to maximize the inconvenience to the scammers while minimizing the impact on legitimate customers. It's not that hard, you just follow the same basic techniques you use for designing a bandpass filter to separate noise from useful signal. We had only one fraudulent order go past the filters in the past 12 months. When you compare this number to the number of legitimate sales, it's nothing to get upset about. Sure, people will find exploit the loopholes, but as long as the major holes are plugged up you're OK.
