I don't know about bigger companies, but we made the conscious decision that we will not make our employees jump through hoops whenever they need to buy a handful of chips or a box of staples. Every employee has a company credit card and is authorized to buy tools and supplies that they need to do their work. I am a strong believer in personal responsibility over "company rules".
