It probably also has a pullup on the reset line and some filtering caps. As a reference you may want to take a look at the data sheet and schematics for the SX28 and SX48 Protoboards on the Parallax site. Just keep in mind that the SX28 Protoboard uses the surface mount version of the SX28 which has a slightly different pinout than the DIP version. Perhaps the "designer" of the programming kit you bought will read the forums and can make some comments on the design. If you are still stuck can you post some pictures of your board so far. It shouldn't be too hard to get it fixed and working.
