We have minimum 1Mbps download speed, but I think the upload speed (356Kbps) is the limiting factor. From my testing, it is OK to do VOIP but one has to keep the connection open like running some background DDNS updating task. Bandwidth though is shared with all users which can be a problem in a congested spot, one good thing is congested spot here normally have free wifi access point. S$15.00 (US$10) was my plan with a 24 month contract, it dropped to S$11 (US$7.80) in a promotion recently.
