 From the datasheet 39631E.pdf:
"PIN MCLR/VPP/RE3
RE3 does not have a corresponding TRIS bit to control data direction."


Unless there is some errata sheet that says otherwise, this pin cannot 
be made into an output pin.  It is either an input pin or MCLR depending 
on software.  Either one can exhibit the symptoms you are reporting.
