Alan, Have you checked out parallax? They have a GPS module (designed by Grand Idea Studios) that speaks 4800bps (NEMA), powered on 5VDC, talking on a single-wire TTL Serial interface for $72 (in qty of 10). I don't know if that is cheap enough or not. I just remember seeing it and thinking it looked pretty good.
