Yep, long ago there were pretty much separate portions of the rules for
AM, FM, and TV. Sometime in the 1980s or so, they made this big portion
that was rules in common to all three. But, a bunch of those rules then
had separate sections for AM, FM, and TV. I'm not sure it's any better...
