Well, OSX has the "location manager" as part of network configuration  
that does just this.  I believe that the "automatic" setting will loop  
through the locations that are configured looking for one that seems  
to work.

I have something similar on my work WXP laptop, but I think it's  
proprietary, and mostly for managing different settings for wireless  
access.  Still, "location manager" might be a useful key phrase.  I
