Very likely. You don't mention what codec your camcorder records in.
I'll assume you're using windows, so at a first stab, try downloading
the k-lite codec pack, I've had great success running h264 content on my
atom based lappy with that pack.

You're laptop very unlikely, assuming it's not software.

For the desktop, the easiest upgrade is a new video hard with HARDWARE
support for the codec you are trying to view, again, assuming it's not
software.
