Hello Jonn, The components on the red rectangle are: - In the upper is a inductor, and if you will check using a multimeter, the reading is close to a short. - The lower component is one elctrolitic capacitor. Of course you can measure on the circuit and see some resistance because the other components. If you remove this capacitor, the check with a multimeter can tell if it is the cause of short or no. I don't know if Digikey or Farnell sells in smal qty., I think Farnell does. Hope this can help you.
