If you can ID the component well enough DK will probably sell it to you. The lower one is an electrolytic cap- those can fail short. The top is an inductor, and it will look like a short to your meter whether it is or not, unless you have a fancy meter. Comparing the pic to a board I have here at my desk which I know the values on, I'm going to guess it's a 22uF 20V rated part. If you start from that, you can narrow down the package until you have the size right. Odds are overwhelmingly in favor of the cap being the bad component. Mike H.
