Do you need all the goodies of the professional manufacturers (solder mask, hot air leveled Sn/Pb, etc)? You said that it probably will be just one layer, so almost certainly you don't need plated holes. If not, you could try the DIY methods, all of your boards would fit in one sheet of printed paper. For prototypes or one-off projects that don't need solder mask I use the services of a photo-lithography shop here in my city. They make etched stamps for the printing industries and the same process is suitable for printed circuit boards (the etchant is different though). Their resolution is 2400DPI and the etching is professional grade. Just they don't do solder-mask, drilling and plated holes, but as you said there will be just a few holes, you could drill them yourself. The big benefit is that I get my boards the same day. I think that most similar shops around the world can do the same thing, perhaps never anybody asked them, but they may be convinced to try.
