What do you mean by "digital paper"? Or, in other words, what features do you want? Several companies sell Bi-stable Cholesteric displays that keep their contents after power off, but are different than E-Ink type displays in a variety of ways. E-Ink does have "stock" sizes and parts, but they are still rather expensiv= e.
