What modulation (if any)? If this is simple CW or AM or FM modulation (NOT digital On Off Keying), I can recommend a really inexpensive frequency counter that I'm purchasing from Asia. Search for "GY560" on eBay. Prices range from US $10 and up. They have a 2-line character display - the frequency is displayed on the upper line and bar-graph type indication of signal level is shown on the lower line. They will also display frequency for OOK devices such as car remote key-fobs or garage-door openers but there is no indication of field strength in that mode. These are surprisingly accurate frequency counters! The input stage is really noisy - you get completely random readings that change as you vary the extensible antenna length but there is no indication of signal level when there is no signal.
