Maybe you can pick up the parts for less, but you'll have less than an hour at minimum wage to spare. Meanwhile, given that some of the important features are small size, low power consumption and weather resistance, I'm not convinced you'll easily match commercial offerings from those perspectives. I've pondered the idea once or twice because I'd like display options different to commercial offerings, but gave up when I realised I'd end up making something relatively kludgy for a small improvement. So enjoy yourself, but if what you really want is something to monitor your cycling performance, not to learn how to make one, then just buy one.
