Just to make it clear, these old things with house numbers are almost always MASK PROGRAMMED, meaning that the original buyer had to ante up a mask charge and order a minimum quantity with at least 3 digits (4-1/2 from Japanese suppliers). Especially 4-bitters. Even a small PIC should be able to handle this easily, add a regulator and if necessary clock on a little daughterboard.
