Maybe a TMS1751C or something in that line with a user part number on it.

TMS1751C is a CMOS 4 bit microcontroller with 512 bytes of ROM, 32(4
bit) words of RAM, 4 dedicated inputs and 7 dedicated outputs. 3 to 6
volts operation, 16 pin DIP. Sorry I don't have a pinout.
