Yes, here in Phoenix there are neighborhoods where the billboards are in 
Spanish only. A similar situation happens in Russian communities as well. A 
joke goes, "Sorry, I don't speak English. Our family lives in Brooklyn, and 
we don't go to America."

The good news is that by the second generation, most people are either 
bilingual, or fluent only in English.
