Well, here in Ireland the second spoken language not the Irish but the Polish... Even official documents and the automated postal machine offers to choose Polish interface. Never understood why did not they learn English if they came here, but it might be because of they work and live in a well separated Polish community. Even at the workplace and at the shop they can use their mother tongue, so why would they bother to learn any other languages? As far as I understood something similar existing for long with the Spanish and Chinese communities in the USA?
