This should certainly be possible, but you haven't given enough
information on your requirements to make any recommendations.  What
language: assembly, C, something else?  Do you want to pay for a
commercial solution, or use free/open source tools?  Do you have an
existing programmer/emulator etc. you wish to use under Vista?
