I can't see why not. These devices quite common and on the market for a
while now, so virtually all programmer support these.

Anyway, a simple programmer like that is basically a dumb device without any
logic inside -- so all depends on the software on your PC. What you should
do is to check your software documentation (pikdev for example) if the
target PIC is mentioned in the supported devices list.
