What's a Pio?  If you mean PIC, then I think yes as long as it's not code
protected.

Probably any programmer that can program a PIC can also read it back, again
assuming code protection wasn't enabled.  The 12C508 is pretty ancient.
Most newer programmers, including all of mine, don't do the C parts since
nobody cares anymore.
