What actual voltage were you applying to the pin? I wouldn't want to rely on 
an input seeing a high at >1.3V, IIRC a TTL high is claimed to be >2.5V.

I haven't looked at the datasheets, but what is the claimed input type for 
the pin on the end chip you are using? What is the claimed input type on the 
ICD chip?
