I used an HP LaserJet 8000 for many different boards, all worked fine until we bought a replacement toner cartridge. The new toner wasn't made by HP, it was some off-brand. From that point on the toner wouldn't stick (parts would but like you said some parts wouldn't). I changed to a different printer and everything worked like a charm. Do you have access to another Laser Printer? It may be worth a try. I also use the scour pads (Brillo-type) to scuff up the boards and soap. And make sure no oils from your fingers get on to the board. I've had great luck with the Staples glossy photo paper (for inkjet printers even though I use it in a LaserJet). I hope this helps!
