Wash very carefully with soap and dry. Scrub the board clean with acetone to remove any oils. It should now be bright, shiny, blemish free copper. I used the Staples inkjet photo paper, and a hot iron. Press hard and let the heat really soak in to the toner and board. That setup worked for me, and the toner was _really_ stuck to the copper. I used a toothbrush to get the last of the paper off of the copper before etching...no issues with the toner coming up. I think having the fresh super clean copper along with the heat are the keys. I found that one of our two irons was 30C hotter than the other one...yours may not be hot enough.
