My experience with using an iron and photo paper is that you need to apply a good amount of pressure throughout. I ended up modifying a GBC heat seal 2000 to accept thicker material. Even still, I have to run the board through 2-3 times to make the toner stick properly. When you finish ironing don't touch it, let it cool down completely, then carefully immerse it into water, it won't dissolve, but make sure that it's really wet. Slowly peel the paper off. If the paper grabs too hard on one side, start peeling from another side. Soak again. It'll come off with some patience. All of it stuck - but none of it cleanly. There were holes all over the place and it was really messy.
