Not as such, no. There are many ways to skin this particular cat,
and my offering of a multiplexer is just the result of a little spare

Very similar to the 74HC165, which I've used on occassion for
input multiplexing. I do have one accidental 4021 as it happens. It
was mixed in with 4001 in a parts bin
