While the patent system has its problems, I can't find any indication  
that this "patent" was ever actually granted.  (For instance, google  
patent search found it, but only as an "patent application" from  
2002.)  Even the page you link to doesn't explicitly claim a granted  
patent.

Furthermore, it appears to be a perpetual motion device, which I  
understand is likely to cause immediate rejection.

Surely it is good thing that anyone can SUBMIT a patent, or post a web  
document that looks like a patent application?
