Can you check your download file for the EAGLE_ATTR file? It appears to be missing. I've upgraded to Eagle 5 pretty much for the same reasons you have -- a more seamless Bill Of Material interface by adding all the extra attributes. I've missed that feature ever since I moved away from the old Proview / Procapture back in the early 90s.....but thats showing my age. Thanks.
