I just checked, and brownout reset is set to 4.5V and the powerup timer is enabled. Unlike the PICKit 2 however, I didn't cut corners by using the USB power directly. The USBProg includes a boost switcher with a linear post regulator that guarantees a nice clean 5.0V to the PIC. Of course there are also bypass caps in the right places with the high frequency loop currents thought about. The USBProg and USBProg2 use a 18F2550, just like the PICKit 2.
