The PIC16F628 or F628A cannot enter debug mode, because it doesn't have that capability. You can PROGRAM it with an ICD2, but that's it. Check the datasheet. Switch to PIC16F87 or F88, they have a POWERFUL debug capability. You'll love 'em.
