The enc28j60 datasheet clearly states it is an "Integrated MAC and 
10Base-T PHY". While the data sheet doesn't say it explicitly it is 
pretty clear from the pinout diagrams that there is no provision for use 
with an external PHY.

You could have the enc298j60, then a 10BASE-T link to a "repeater" which 
could in turn connect to the phy of your choice but thats a lot of extra 
hassle.

It does, unfortunately it doesn't have autonegotiation which means you 
usually end up stuck running half duplex.  Full duplex mode is only 
usable if you have managed switches with thier ports manually configured 
to full duplex mode (if you try and use it in full duplex mode with a 
switch in autonegotiation mode you will get a duplex mismatch resulting 
in terrible performance)
