Australia is exactly the same, in not worse. Very few companies advertise directly for staff, they use recruiters. They all have HR departments, of course, I'm not sure exactly what they do; they sure don't get involved in the hiring process, that's between the recruiter and the area of the company that's hiring. Same process for permanent & contractors. For contractors they bill the company, keep a 1/3rd for themselves and the contractor gets the rest.
