I believe Microchip/major distributors provide some pre-programming service for US$0.05~0.07/chip, starting from 1K volume? The price is not too bad. Normal ICSP programming should be okay. Actually Pogo pins are very widely used. But if the quantity is high, ICSP is not recommended.
