This is probably due to the wonderful nature of reverse engineered protocols
(which CIFS/SMB is), combined with the propensity of the original protocol
'designers' for undocumented shortcuts in the code.

There are several performance tweaks for SMB/CIFS that are well known and others
that are less known, there is a Howto:

This is not necessarily the ultimate tuning guide, there is no replacement for
an expert (ha!) admin.
