For one thing...if an app note says..use a low ESR 1uF cap across these pins, its a pretty safe bet that you need to, since it is an app note from the manufacturer. Read and understand the datasheet Solar..it will really get you pretty far. Also look for other app notes dealing with the chip..any chip you use. Its the same as the (pick your favorite car maker) you should add oil to the crankcase.
