I picked OT here because the PICList Quick FAQ leaves no other option 
that seemed appropriate for my topic.

I received this post as an untagged email to the discussion list.  This 
is becoming more prevalent. Is it the desired policy to condone posting 
in this manner simply because the poster is too inconsiderate to make an 
attempt to properly tag his/her post. If the members are condoning this 
sort of thing, then perhaps the concept of tagging should be re-examined.

 From the PICList Quick FAQ:

Notice the use of "must" in the quote.
