No!

Many DC wall warts are just a transformer, diodes, and maybe a cap.  A "5V"
wall wart can easily put out 8-10 volts with no load at high line voltage.
Certainly they can put out more than the 5.5V most PICs are rated for.  If
he wants to use a wall wart directly, it needs to be regulated.  If it
doesn't say "regulated" you have to assume it isn't.
