Maybe.  Keep in mind this PIC has lot of bad history and most people
deliberately avoid it.  Then using a separate Vref is a further small
subset.  Generally using Vdd is good enough when a 10 bit A/D is good
enough.  I probably used Vref+ a few times out of 100 projects, but right
now I can't even remember a specific project where I did.

Are you really sure you can't use a 16F88?  That's the mainstream part for
this footprint with a A/D.
