I usually point people towards the EasyPIC5 board by Mikro-E if you are just wanting something to experiment with. If instead you're wanting a good programmer, I would recommend something with a PICKit2 in it. The EasyPIC5 is my favorite development board - the PICkit2 is my favorite programmer. IT should be noted that the EasyPIC5 is not good to do ICD.
