That section isn't, but others are.  The portc pins table on the next page
explicitly describes the RC4 and RC5 roles for those pins as digital inputs.
Note 1 below table 10.6 on the following page additionally says "RC5 and RC4
are only available as port pins when the USB module is disabled (UCON<3> =
0)."
